3. Criteria for selection of property auction organization:

a) Having necessary facilities and equipment to ensure the auction: Having a clear head office, office and address, a room for selling documents, and necessary equipment to secure the auction.

b) Having a feasible and effective auction plan: The asset auction organization must develop a detailed property auction plan suitable to the asset being auctioned.

c) Having capacity, experience, and reputation in property auction:

- Established in accordance with the law (Having a copy of business registration, investment certificate or establishment decision, auctioneer practice certificate, auctioneer card...).

- Continuously operating property auction for at least 3 years or more;

- Having at least 03 auctioneers;

d) Remuneration for auction services, auction costs 

- Remuneration for auction services: Comply with Article 66, Law on Property Auction and Article 3, Circular No. 45/2017/TT-BTC dated May 12, 2017, of the Ministry of Finance, stipulating the remuneration framework property auction services as prescribed in Law on Property Auction.

- Circular No. 108/2020/TT-BTC dated December 21, 2020, of the Minister of Finance, amending and supplementing a number of articles of Circular 45/2017/TT-BTC dated May 12, 2017, of the Minister of Finance stipulating the remuneration framework for property auction services in accordance with the Law on Property Auction;

d) Named in the list of property auction organizations announced by the Ministry of Justice

e) Other criteria:

- Priority is given to organizations with headquarters in Phu Tho province

4. Auction registration documents:

- Legal profile of the business: Decision on establishment or business registration certificate (certified copy);

- Description of qualifications and experience;

- Offer letter;

- List of auctioneers (attached with certified true copy, practice certificate);

- Plan to organize the auction.

5. Selection form: Score according to the above criteria.

Notes:

- Dossier are submitted in person or sent by post (Dossiers sent by post will be counted according to the postmark before 4:00 p.m. of the end date of the notice).

- The registration dossier is automatically invalidated in case the auction organization is not allowed to carry out the auction according to the provisions of law.

- BIDV Hung Vuong will send a written notice of the results to the selected auction organization. Units that are not notified of the results will be considered unselected. BIDV Hung Vuong will not return the documents to the units not selected.
